National Consultant to produce the report on the tuberculosis legal environment and human rights scorecard in the Republic of Moldova.

The Center for Health Policies and Studies (PAS Center) has received financing from the Stop TB Partnership/UNOPS toward the cost of the “Challenge Facility for Civil Society Round 11” Program, and intends to apply part of the proceeds for contracting a National Consultant to produce the report on the tuberculosis legal environment and human rights scorecard in the Republic of Moldova.

This consultancy is expected to begin in February 2024 and continue until March 2024.

More detailed information related to requested service and qualification requirements of the consultant can be found in Terms of Reference (ToR) that are attached.

The PAS Center now invites eligible national individual consultants to indicate their interest in providing the services. The Consultants are hereby invited to submit their updated CV. Please note that the PAS Center is not bound to accept any of the CVs.

 The Consultant should meet the following minimum qualifications requirements:

  • University degree in public health, social science or any other relevant field;
  • Experience in community/civil society involvement in TB and HIV response;
  • Minimum 10 years of professional experience in TB field.
  • Familiarity with TB, including legal aspects of the disease and disease response, as well as human rights;
  • Familiarity with the TB Legal Environment and Human Rights Scorecard, Scoring Guidance Matrices, including nine scorecard themes, their sub-themes and assessments;
  • Understanding of CRG barriers, legal frameworks and KVPs for TB;
  • Former experience in working with KVPs, community groups and community-based organizations, preferably in the field of TB response;
  • Professional work experience in communicable diseases area (TB, HIV, Hepatitis) will be an asset;
  • Practical experience in developing analytical materials on health and human rights related topics;
  • Proven ability to develop approaches and materials for diverse target audiences, including different levels of authority and decision-making;
  • Former experience in working in the projects, managed by non-governmental or international organizations.
  • Excellent interpersonal and communication skills;
  • Ability to synthesize complex information and issues;
  • Knowledge of languages: Romanian and English (native or fluent with proven work experience).

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, Revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the „Open Competitive Selection of Individual Consultants” method set out in the Procurement Regulations.

The PAS Center will select the consultants on the basis of comparison of consultants’s qualifications for the assignment and conformity with the TOR’s requirements.
