Today, Elchin Mukhtarli, head of “Saglamliga Khidmat” Public Union and Chingiz Ramazanli, head of “Towards TB Free Future” patient organization, has met with Ulvi Huseynov, deputy chief of Disability policy department of the Ministry of Labor and Social Protection of the Population (MLSPP).

The purpose of the meeting was to discuss the social-economic problems of TB patients and the challenges patients face in getting disability allowance, and to propose some suggestions to cooperate for resolving these problems.

Elchin Mukhtarli noted that TB patients need always care to continue and complete their treatment.

Until 2018, material support to TB patients made by international organizations, mainly by The Global Fund to Fight AIDS, Tuberculosis and Malaria. As Azerbaijan develop economically year-by-year, the GF reduced it’s financial support to the country. Eventually, these incentives/transport fee assigned to the patients has ceased.

During the meeting, information about the OneImpact Azerbaijan mobile application was presented to the representative of the Ministry. OneImpact is a patient support service and monitoring tool for the TB community. The application was previously fully translated into the national language and adapted to the needs of the country by the "Saglamliga Khidmat" team, within the framework of the regional TB-REP 2.0 project.

At the meeting, Mr. Mukhtarli stressed that the problems reported by patients through the app are mainly related to difficulties in obtaining disability status for tuberculosis.

In this regard, it was proposed to create a working group on TB response in the Ministry of Social Protection, which will meet every six months to consider applications for disability of people with tuberculosis.

Elchin Mukhtarli also emphasized the extreme importance of involving representatives of the MLSPP in the discussion of vectors for solving the social problems of patients. The support of the Ministry of Labor and Social Protection of the Population is very important in terms of improving the format of providing social services for the needs of people with tuberculosis.

At the end of the meeting, Mr. Mukhtarli noted that the Law on Tuberculosis control in Azerbaijan is very outdated. In order to amend the law, it is planned to involve international and national experts on legal issues.
